RIMBA AIR FORCE BASE, 12 December 2025 – The Initial Planning Conference for Exercise PAC ANGEL was conducted between the Royal Brunei Air Force (RBAirF) and United States Pacific Air Forces (US PACAF) from 08 to 12 December 2025 at Rimba Air Force Base.
As a follow-up from the Concept Development Conference (CDC) held in September via video teleconference (VTC), the IPC discussed on the overarching themes or concepts for the Field Training Exercise (FTX) of Exercise PAC ANGEL that is planned to take place from 31 August to 04 September 2026.
Major (U) Emad Hamdi bin Haji Sawal, Commanding Officer No 1 Wing, as the RBAirF Co-director for PAC ANGEL 26 together with RBAirF personnel and Subject Matter Experts (SME) held discussions with representatives from the US PACAF that includes, Gregory Fournier, Lead Planner for PAC ANGEL, Lt Col Amy Brown Lead Medical Planner for PAC ANGEL, as well as PAC ANGEL planners of various fields, namely, logistics, contracting, security, operations, maintenance, aeromedical and exercise planning.
The conference began with an exchange of opening remarks by the RBAirF Co-director for PAC ANGEL 26 and US PACAF Lead Medical Planner for PAC ANGEL and followed by discussions between SME planners from both sides. Site visits to various areas within Rimba Air Base were also held to help facilitate planning and preparations for US PACAF personnel.
The conference concluded with an out-brief and summary of IPC PAC ANGEL to solidify preparations for the next phase of the exercise – Final Planning Conference (FPC), planned to take place from 15-19 June 2026, and FTX planned to take place from 31 August – 04 September 2026. This IPC serves as a platform to determine, consolidate and finalise the concepts for the FPC phase. The upcoming exercise between the two air forces continues to strengthen existing ties between the RBAirF and US PACAF.

Pangkalan Tentera Udara Rimba, 12 Disember 2025 ? Persidangan Perancangan Awal (IPC) bagi Eksesais PAC ANGEL telah dilaksanakan antara Tentera Udara Diraja Brunei (TUDB) dan United States Pacific Air Forces (US PACAF) dari 08 hingga 12 Disember 2025 di Pangkalan Tentera Udara Rimba.
Sebagai susulan kepada Persidangan Pembangunan Konsep yang telah diadakan pada bulan September melalui sidang video (VTC),
IPC ini telah membincangkan tema dan konsep menyeluruh bagi eksesais yang dirancang untuk dilaksanakan pada 31 Ogos hingga 04 September 2026.
Mejar (U) Emad Hamdi bin Haji Sawal, Pegawai Pemerintah Cawangan No. 1, selaku Pengarah Bersama TUDB bagi PAC ANGEL 26, bersama anggota TUDB serta pakar bidang (SME), telah mengadakan perbincangan dengan wakil-wakil US PACAF termasuk Gregory Fournier selaku Ketua Perancang PAC ANGEL, Leftenan Kolonel Amy Brown selaku Ketua Perancang Perubatan PAC ANGEL, serta perancang PAC ANGEL daripada pelbagai bidang seperti logistik, kontrak, keselamatan, operasi, penyelenggaraan,
aeromedical dan perancangan latihan.
Persidangan dimulakan dengan ucapan alu-aluan oleh Pengarah Bersama TUDB bagi PAC ANGEL 26 dan Ketua Perancang Perubatan US PACAF, diikuti dengan sesi perbincangan antara perancang
SME TUDB dan US PACAF. Lawatan ke beberapa kawasan di Pangkalan Tentera Udara Rimba turut diadakan bagi membantu proses perancangan dan persediaan untuk anggota US PACAF.
Persidangan ini diakhiri dengan sesi pembentangan penutup dan rumusan
IPC PAC ANGEL bagi persediaan ke fasa seterusnya, iaitu Persidangan Perancangan Akhir (Final Planning Conference) yang dirancang pada 15 hingga 19 Jun 2026, manakala Eksesasis PAC ANGEL dirancang pada 31 Ogos hingga 04 September 2026. IPC ini berfungsi sebagai platform penting untuk menentukan, menyelaras dan memuktamadkan konsep bagi fasa
FPC PAC ANGEL 26. Pelaksanaan Eksesais PAC ANGEL yang akan datang ini terus mengukuhkan hubungan kerjasama yang sedia ada diantara Tentera Udara Diraja Brunei dan United States Pacific Air Forces.
